Will people need a password to open the PDF?

No. The file keeps opening normally — only the permission flags are restricted. Use Encrypt PDF if you also want to require a password on open.

What happens if I lose the owner password?

Without the owner password the permission flags cannot be changed with standard tools. If you leave the field empty a random password is generated, which is ideal for one-way locking.

Do these permissions work in every PDF viewer?

Adobe Acrobat and most mainstream viewers honor the standard permission flags. Some lightweight or non-compliant readers may ignore them, so treat permissions as a policy, not a guarantee.
